New York City Taxi Rules 

Taxi drivers in New York City must temporarily stop to pick up and drop off passengers. This opens a whole new set of risks where taxi drivers and passengers can be exposed to traffic hazards or vice versa. For this reason, the New York City Department of Transportation has laid out specific Traffic Rules to ensure safety. 

According to the traffic rules, taxis must be within 12 inches of the curb when picking up or discharging passengers. Picking up or discharging passengers cannot occur under certain circumstances, including within a pedestrian crosswalk, within an intersection (except on the side of a roadway opposite a street which intersects but does not cross such roadway), where stopping is prohibited, or within a bicycle lane, among other situations.
